The Dobcross Village Community (DVC)

The Dobcross Village Community exists to generate and maintain a sense of community spirit in Dobcross. As well as supporting all strands of village life, the DVC backs the production of the Dobcross Diary and the Dobcross photography competition which leads to the creation of the Dobcross Calendars every year. The DVC meets at least every 2 months and these meetings are open to all. Anyone with an interest in the village is strongly encouraged to attend and will be made very welcome. You can contact the DVC through the Dobcross Diary by emailing dobcrossdiary@dobx.net or alternatively you can speak to any of the members.

 

THE CONSTITUTION OF THE DOBCROSS VILLAGE COMMUNITY (DVC) revised Jan 2009

 

DOBCROSS is defined as the village and the area broadly within the parish and postal boundaries.

Where there is doubt, the Executive Committee (see below) will decide in individual cases.

 

1        Aims

a)       To act as a focal point for activities in the Dobcross community

b)       To ensure good communication in the community on all matters that affect it

c)       To ensure that all members of the community, without regard to age, gender, disability, race, religion or politics, shall have opportunities to participate and have a voice in community affairs

d)       To work to raise funds for community activities which are outside the scope of other community organisations

e)       To assist community organisations by other means as appropriate

f)       To support individual members of the community as appropriate

 

2        Membership

Membership is meant to be inclusive rather than exclusive and no membership fees are imposed nor is an application to join required.

Those eligible are as follows:-

a)       all residents of Dobcross, and/or

b)       people who work in Dobcross, and/or

c)       people who take part in activities in the village arranged by organisations based in the village.

 

3        Organisation

a)       Dobcross Village Community shall consist of MEMBERS and an EXECUTIVE COMMITTEE, served by OFFICERS acting in an honorary capacity.

b)       A meeting, to be held in March or April, shall be an Annual General Meeting.

c)       At this meeting election of OFFICERS and other members of the EXECUTIVE COMMITTEE shall be by simple majority of MEMBERS.

 

4        Executive Committee

The Executive Committee will consist of OFFICERS and other members.

a)       OFFICERS comprise:-

Chair, Vice Chair, Secretary, Assistant Secretary (optional), Treasurer, and

Assistant Treasurer (optional).

(i)       The terms of office for the officers shall be as follows:-

                   Chair and Vice Chair - one year;

                   Secretary, Assistant Secretary, Treasurer and Assistant Treasurer - three years.

(ii)      Candidates for these offices must be proposed and seconded by MEMBERS with the agreement of the nominees.

(iii)     Nominations shall normally be lodged with the Secretary in advance of the meeting.  At the discretion of the Chair, MEMBERS may agree by a show of hands to accept further nominations for positions on the Executive Committee during the meeting.

(iv)     Officers may not hold office for more than two consecutive terms, although they may be re-elected after a term out of office.

b)       Other members of the EXECUTIVE COMMITTEE shall be individuals, some of whom may represent organisations active in Dobcross and some not representing any organisation, but having a general interest in the community as a whole (which will not preclude them from being a member of one or more of the organisations active in Dobcross).

c)       The EXECUTIVE COMMITTEE shall

(i)       meet at least six times each year to conduct the ordinary business of Dobcross Village Community and make decisions in line with the Aims of Dobcross Village Community;

(ii)      have the power to co-opt additional members should it so require;

(iii)     appoint working groups and standing committees (eg The Dobcross Diary Editorial Committee) as required to address particular needs or to plan events;

(iv)     organise the Annual General Meeting and any other Public or Extra-ordinary General Meetings that may be considered appropriate;

(v)      decide its business without voting; however, if necessary decisions shall be made by simple majority voting, the Chair having a casting vote; and

(vi)     ensure that records are kept and published of all meetings of the Executive Committee and Public Meetings.

(vii)    The QUORUM shall be SIX members.

Anyone eligible for membership is welcome at Executive Committee meetings to present a view; as a courtesy they should advise the Secretary beforehand.

 

5        Public and General Meetings

a)       Everyone eligible for membership may attend, vote and contribute to discussions. 

b)       The agenda shall be published in the Dobcross Diary or posted on the village notice board at least seven days before the meeting. 

c)       A meeting, to be held in March or April, shall be an Annual General Meeting.  At this meeting:-

(i)       the Chair and Treasurer shall report on the past year;

(ii)      the Officers of the Executive Committee shall be elected by a simple majority by a show of hands;

(iii)     the other members of the Executive Committee shall be elected annually;

(iv)     the Examiner of the Accounts for the forthcoming year shall be appointed;

(v)      other issues may be discussed and voted on;

(vi)     a simple majority shall decide matters other than constitutional matters.

e)       Any proposal to change the Constitution must be published in the Dobcross Diary and/or on the village notice board at least seven days before an Annual General Meeting or Extra-ordinary General Meeting.  A two-thirds majority of members present shall be required to carry the proposal.

f)       Other meetings may be held at appropriate intervals as decided by the executive committee.

 

6        Finance

a)       The Executive Committee shall ensure that financial arrangements are in line with best practice for voluntary organisations of the size of Dobcross Village Community.

b)       The Financial Year of Dobcross Village Community shall coincide with the calendar year.

c)       All monies received on account of donations, proceeds from events or otherwise and interest on investments shall be applied according to the Aims of the Constitution.

d)       The Treasurer shall maintain a bank account in the name of the Dobcross Village Community. There shall be three signatories, two of whom must sign any cheque.

e)       The Treasurer shall keep proper accounts of the finances of Dobcross Village Community.

f)       The Treasurer shall:

(i)       give financial reports at Executive Committee Meetings;

(ii)      present properly examined accounts at the Annual General Meeting.

(g)      No Executive Committee Member shall derive any personal financial benefit except for the payment of reasonable expenses incurred in running Dobcross Village Community.

 

5        Dissolution

If the Executive Committee by a simple majority deems it advisable to dissolve Dobcross Village Community, it shall call a General Meeting with fourteen days’ notice.  If the decision is confirmed by a two-thirds majority of MEMBERS present, the assets of Dobcross Village Community shall be transferred to voluntary organisation(s) or charity(s) to be decided at that meeting.
